The report compares and contrasts, over the past three decades, the prevention, suppression and planned use of fire on the one third of Victoria that is public land. It identifies on-going failure in government policy, organisation and strategic direction to cope with Victoria's major natural hazard - bushfire.The State benefitted from previous reforms enacted as a result of Judge Leonard Stretton's inquiry into the 1939 Black Friday bushfires and from emergency management reform (1986) following the 1983 Ash Wednesday bushfires. Five years on Victorian's are yet to benefit from many of the key recommendations of the 2009 Bushfires Royal Commission.Lessons now unheeded and problems that remain unaddressed or worse, resisted, are identified.Of particular concern is the lack of fuel reduction burning to mitigate risk, increase community and the natural environment's resilience to destructive high intensity bushfire and assist aggressive first attack to quickly bring bushfires under control.Appropriateness of a new large command and control statutory body, Emergency Management Victoria, now governing crisis and emergency management, including bushfire on public land, is evaluated in the context of the also newly established State Crisis and Resilience Council's three standing sub-committees: risk and resilience; capability and response; and relief and recovery.Recommendations are made, it is argued, which will underpin the restoration of Victoria's once enviable national and international standing in the field of forest fire management on public land.

Fire retardant chemicals are classified as either short-term or long-term retardants. Short-term retardants are used in direct suppression of flames but do not have significant flame retardant properties after the water contained in them has evaporated. Long-term retardants remain effective when the water carrying them has evaporated. A fireline of long-term retardant may hold a fire for up to 18 hours or more, but usually needs to be supported by ground crews to construct a mineral earth trail to secure the fire. Retardants can be applied from the air in fire situations where it is not possible to rapidly deploy any other suppression technique.

Moisture movements in the duff, litter and elevated needle fuels under radiata pine {Pinus radiata, D Don) were studied in two stands near Myrtleford. The curing of needles on radiata pine thinning slash in mid-spring and early summer was also studied. A guide was developed to allow prediction of changes in the litter moisture content using current litter moisture content and relative humidity. Trends in the moisture movements in each fuel type were defined. Duff moisture was found to fall substantially during the day. The needles on the thinning slash required 60 days to cure in mid-spring and 35 days in early summer.

This study extends that work by examining the same sites when the stand age reached 18 years. Changes in fuel properties have been assessed for stands which remained unthinned or first thinned, and for stands which were second thinned at 18 years.

In 1968 a study was established, within the tall-open forest of Sherbrooke Forest, to examine the separate effects of low intensity burning and slashing of understorey vegetation on the cover of Tetrarrhena. juncea (forest wiregrass). The results from measurements in five years, up to and including 1980, show that low intensity burning has had a significant long-term effect and reduced the cover of T. juncea. Slashing proved to be ineffective. Burning has created a more diverse understorey vegetation. The major reason for the increased diversity appears to be a more even distribution of the total amount of vegetation between species.

Summary: 
This workshop was intended to provide participants with monitoring techniques suitable for use in regional projects and with contacts who can provide further technical advice. These proceedings are a brief record of the information presented at the workshop and some of the questions raised by participants. They also include examples of recording forms which could be used in monitoring programs. The proceedings will serve as a manual for staff establishing monitoring programs. A contact list is included at the end of the manual. The relevant contacts should be consulted when a monitoring program is proposed, so that they can provide advice in the planning stages.

Dead needle fuels (aerial fuels) in the lower crowns of thinned radiata pine can be effectively reduced with low intensity fire. The technique relies heavily upon careful definition of a fuel moisture differential between the aerial fuels and grolllld fuels such that the ground fuels will not ignite. Crown scorch and stern damage can be avoided if burning is carried out under mild conditions in winter or spring. Plantation protection is substantially improved particularly if, at a later stage, low intensity fire is used to reduce the quantity of fuel resulting from thinning.

This report has been compiled to assist interested parties to better understand the more unusual aspects of the Berringa Fire (25 Februarry 1995). The fire, and the monitoring that occurred during its development, provided a useful opportunity to describe the conditions leading to the development of its plume-driven phase. The report focuses on the conditions leading to the development of the plume-driven fire and the identification of possible early warning signs of impending danger to firefighters as a result of the convection column behaviour. Each of the three parts of this report is complete within itself (and can be read seperately). However it is recommended that the report be read in its entirety.

First (or Initial) Attack is a critical phase in wildland fire-fighting, with successful first attack minimising fire size, cost of suppression and damage caused. First attack success is generally considered to have been achieved if the spread of the fire is contained within the first few hours (defined as not more than eight in this study) and the fire has been contained before it has reached intensities and/ or sizes unstoppable by first attack. Many factors influence first attack outcome including detection method/time; response time; response effort; fire behaviour (resulting from a combination of fuel, weather and topography); and risk/ determination/ capability of suppression forces. Within the Department of Natural Resources & Environment (NRE) Victoria, first attack readiness had been developed over the previous decade (1985 -1995) with improvements in detection, communications and the capability for rapid reaction by both ground and aerial suppression forces. This report evaluates NRE's first attack performance over four fire seasons - 1991/92 to 1994/95 - using multiple linear regression techniques applied to a comprehensive range of the variables involved in first attack for 50 fires selected from that period.
