(Reference Abstract -- Abstract ) The Shires covering the area and the CRB were asked to show on a map their sites or proposed sites for extracting roadmaking materials from Crown Land in the future and these sites were mostly inspected. The sites are shown on the attached map. The request was orriginally made to the Shires and the CRB to ensure that none of their sites or proposed sites were in areas recommended to become parks. However, the Mines Department has now been requested by the LCC to locate areas to which the extraction of road materials by Shires, CRB and other bodies would be confined. While some curtailment of the present freedom of statutory bodies to win extractive industries material from Crown Land is warranted, the LCC request goes too far the other way and is not practical for the resasons listed below:- 1. Roadmaking materials are very variable in quality........ 2. Ease of winning is a significant cost factor......... 3. Tests for roadmaking materials are only a guide....... 4. Transport costs to the point of use..... 5. Good material often found during road construction...... What is actually required is a general policy which will allow the Shires and the CRB to continue to win roadmaking materials from Crown Land under controls laid down by the Managing Authority for the land.
